Dear Mr. Cox,
Thank you very much for your
telegram. I am glad that the Committee has amended paragraph 7. Meantime I enclose alternative drafts of 6, 7 and 8, which perhaps you might like to pass to Mr. Adams or submit to the Committee for consideration. The numbering 6, 7 and 8 is of no importance. It was done simply to make as little disturbance as possible in the body of the report.
May I say that I put forward tnese three paragraphs not as superior to the others nor as representing the opinion of the Committee, which may be very different. They are simply my attempt to make clear to myself what I nau in my own mind.
